City of Jackson, Missouri, in favor of Appellant James Ross, a client of the William & Mary Appellate and Supreme Court Clinic. The opinion was a unanimous decision, authored by Judge Jane Kelly and joined by Judges James B. Loken and Raymond W. Gruender.
