About

Ross is an Assistant Chief Counsel for the U.S. Department of Homeland Security, Immigration and Customs Enforcement. Prior to this position, he was an Attorney Advisor with the U.S. Department of Justice, Executive Office for Immigration Review.

At William & Mary, Ross interned with Open Development Cambodia through Professor Warren’s Comparative Legal Studies and Post-Conflict Peacebuilding Program. While in Phnom Penh, he researched the country’s booming rubber industry and assessed its environmental and human rights violations. Ross also served as the editor-in-chief of the William & Mary Environmental Law and Policy Review. Before attending law school, he taught English in West Timor, Indonesia through the Fulbright program. He holds a bachelor’s and a master’s degree from Baylor University and is licensed to practice in Virginia.
