Va. Code § 25.1-417(A)(2) required a county to appraise a property before the initiation of negotiations, and the owner must be given the opportunity to accompany the appraiser during inspection. Landowners demurred  and stated the statute was not complied with. Court held that the statute was followed, and although the County did not give an appraisal copy to the landowners before negotiations and the lawsuit, it provided a copy and renewed its offer to the landowners, which was sufficient compliance. Although the purpose of the condemnation had changed slightly from the time of the appraisal, the appraisal was still close enough to comply with §§ 25.1-204(C) and 25.1-417.
