In response to Authority’s condemnation petition, landowner moved to invalidate for lack of jurisdiction, alleging lack of a bona fide offer. Court found that Authority had made bona fide offer, and had complied with Va. Code § 25.1-204. Further, any dispute regarding the manner in which property was appraised should be resolved in the just compensation phase of the case. Motion was denied.
