Upon motion of landowner, trial court dismissed petition, finding that Housing Authority failed to make the required bona fide but ineffectual effort to purchase property before filing petition. Supreme Court reversed and remanded. Offer was made in good faith and was only required to be a figure likely to preserve the framework for future negotiations. Offer became ineffectual when negotiations proceeded far enough to indicate an impossibility of agreement. Condemnation petition reinstated for further proceedings.
