Landowners objected that three of the commissioners were not residents of the county where the land was located.  Trial court overruled objection.  Supreme Court reversed and remanded.  Statutes which confer power of eminent domain are to be strictly construed against the grant.  Statutes in effect at that time required commissioners to be residents of the county or city where the land was located.  As statute was not complied with, award was set side.
