As part of widening road, Commissioner concluded that a storm water outfall should cross the landowners’ property. This was done after Commissioner conferred with all parties and made available alternatives known. Therefore, decision was not arbitrary or capricious, was not for the benefit of any private interest, and was a lawful exercise of the power of eminent domain.
