Commissioner sought acquisition of 1.3-acre tract for highway improvement.  At trial, landowners’ expert testified the highest and best use of the take was commercial. Commissioner sought to cross-examine the expert as to whether landowners would have put commercial improvements close to their residence located on the remainder. Trial court would not allow the questioning.  Supreme Court reversed and remanded, holding that Commissioner was entitled to cross-examine the expert to determine the factors he considered in reaching his valuation.
