Commissioner took possession of land in 1944 prior to initiating condemnation proceedings, but neglected to pay the funds for compensation. Landowner became aware in 1958 of the taking of the land, and sought 1958 fair market value. Court awarded 1944 fair market value, plus accrued interest, to be consistent and fair to the other affected landowners that were paid in 1944.
