VEPCO filed a petition for condemnation to obtain electric transmission line easements.  Commissioners made their award, and VEPCO filed exceptions thereto. VEPCO asked trial court to make commissioners appear and explain their report.  Trial court denied request, finding insufficient facts to require a recall of commissioners. Supreme Court affirmed.  Commissioners will not be recalled unless there is a written allegation alleging fraud, collusion, corruption or improper conduct.  Without factual allegations, there is no requirement to recall and question commissioners.
