Anne Bomar, Esq. J.D. ‘91

Sr. Vice President & General Counsel

Anne is a seasoned executive with a rich career in the natural gas industry. She is Senior Vice President and Legal Counsel at Berkshire Hathaway Energy, where she now tackles strategic projects. Anne’s career has included responsibility for federal and state regulation, compliance, commercial transactions, government affairs, corporate communications and environmental services. With nearly 40 years of utility experience, Anne has held various leadership roles including a four-year stint as head of a major gas distribution company. Her legal expertise is primarily in Administrative and Energy Law. She received an undergraduate degree from Cornell University and her juris doctor from William & Mary Law School. Anne is a past President of the William & Mary Law School Alumni Association Board and currently serves on the William & Mary Law School Foundation Board.

Indrandil “Neil” Chatterjee P '29

Chief of Governmental Affairs Officer

Neil is the Chief Government Affairs Officer for Palmetto, a software company enabling consumer adoption of climate technology products and services. He has deep relationships in Washington D.C. and across the energy sector, and a bipartisan perspective on how energy policy can meet growing energy demand while increasing the resilience of the U.S. energy grid. Neil served on the Federal Energy Regulatory Commission (FERC) from 2017 to 2021; during this time, he served twice as Chairman of the Commission under President Donald Trump. Prior to joining Palmetto full-time, he served as an advisor to the Company for over three years while at law firm Hogan Lovells, and also served on Palmetto's Board of Directors for a one-year term as an independent director. Neil is a graduate of St. Lawrence University and holds a Juris Doctor from the University of Cincinnati.

Jody W. Forsyth P ‘15 LP ’18, HON ’22

Jody Forsyth currently serves as a director of the William & Mary Real Estate Foundation and is an adjunct professor at the W&M Law School. Jody also most recently served as a member of the William & Mary Foundation Board of Trustees and is a parent of a two-time W&M graduate. He earned a B.S. in mathematics, Diploma in Engineering., LL.B. and M.B.A., all from Dalhousie University, and completed an LL.M. at Osgoode Hall Law School. He currently is managing partner at Annapolis Capital.

Claire Gardner, Esq. J.D. '22

Claire Gardner is an associate at GreeneHurlocker in Richmond, Virginia, where she practices regulatory law with a focus on energy and administrative matters. Since joining the firm, she has advised clients on complex regulatory issues affecting the energy industry and has developed a strong practice at the intersection of law, policy, and government oversight.

Claire is an active contributor to the legal and regulatory community. She hosts The Shock: GreeneHurlocker’s Mid-Atlantic Energy Law Podcast, exploring emerging issues in energy law and policy, and serves in leadership roles with the Virginia State Bar Administrative Law Section, the Virginia Bar Association Administrative Law Section, and the Richmond Bar Association’s Environmental & Energy Law Section.

Robert S. Hayslett, Jr

Vice President of Operations

Provides strategic leadership and direction for VNG core operations and strategic projects, including responsibilities for regulatory compliance and system integrity. An operations focused role that is accountable for the safe and reliable operation of the natural gas distribution system serving over 310,000 natural gas customers in Southeast Virginia.

Chase Jordan W&M '15

Global Private Equity Sustainability Leader

Chase is the EY-Parthenon Global Private Equity Sustainability Leader. He has a strong track record of advising PE firms on creating and protecting value through sustainability management. Working with some of the largest PE clients globally, he and his team work across a fund’s lifecycle, from fund strategy to due diligence, portfolio value creation, and exit readiness. Describing himself as a sustainability pragmatist, Chase is passionate about the unique opportunity the PE sector has to address sustainability challenges.

Previously, Chase was on the founding management team of a leading advisory firm and, prior to that, with a management consulting company. Chase earned his bachelor’s degree in Government, with significant study in Economics and Finance, from William & Mary.

Darpan Kapadia W&M ‘95

Chief Operating Officer

Darpan is the Chief Operating Officer at LS Power. He is a member of the Firm’s Management Committee and Investment Committee, overseeing one of the largest power generation, transmission, and energy infrastructure companies in the United States. Prior to being named COO in 2017, Darpan served as Head of Strategy for the Firm. Previously, he was a Vice President at Goldman, Sachs & Co. in the Investment Management Division and, before that, a Senior Consultant with PricewaterhouseCoopers LLP, providing strategic and financial advisory services to corporations. Darpan received a bachelor’s degree in Economics with Phi Beta Kappa honors from William & Mary and an M.B.A. with highest distinction from the Kellogg Graduate School of Management at Northwestern University. He is also Chairman of the William & Mary Foundation Board of Trustees and serves on the William & Mary Law School Center for Energy Law and Policy Advisory Board.

Alisson P. Klaiber, Esq. J.D. ‘08

Deputy Solicitor & Advisor to the Commission

Alisson has nearly 20 years’ experience in the energy industry. Alisson began her career in the private sector at Hunton, representing clients in complex project finance transactions for capital-intensive energy projects all over the world and other clients before the Federal Energy Regulatory Commission. Alisson next litigated rate cases before the Florida Public Service Commission on behalf of Florida Power & Light, including FPL’s 2009 base rate case, which faced intense scrutiny from regulators and the public. Alisson then pivoted to the public sector, spending over a decade litigating regulatory cases as an attorney for the Virginia State Corporation Commission’s Office of General Counsel. Alisson now serves as legal advisor to the Virginia State Corporation Commission, advising the Commissioners. She continues to spend time in the courtroom, also serving as Deputy Solicitor of the Commission. In this capacity she has represented the Commission before the Virginia Supreme Court in over a dozen appeals. Alisson is a 2008 alum of the William & Mary Law School. She has maintained her ties to the law school throughout her career. Alisson has served as an adjunct law professor to the William & Mary Law School and appears as a guest speaker for other William & Mary Law School classes and seminars. Alisson is a dual U.S. and French citizen, fluent in English and French.

Brigham McCown MBA ‘20

Senior Fellow

Brigham McCown is Senior Fellow and Director of the Initiative on American Energy Security at Hudson Institute, where his work focuses on energy security, critical infrastructure, regulatory policy, and the geopolitical forces shaping global energy markets. He also serves on the Advisory Board of William & Mary’s Energy Law & Policy Center.

His career spans more than four decades across government, industry, academia, military service, and legal practice. He previously served as President and Chief Executive Officer of Alyeska Pipeline Service Company, operator of the Trans-Alaska Pipeline System, and held senior leadership positions at the U.S. Department of Transportation, including Acting Administrator and Deputy Administrator of the Pipeline and Hazardous Materials Safety Administration and General Counsel of the Federal Motor Carrier Safety Administration.

McCown has helped develop and implement major federal transportation and pipeline safety laws and regulations, testified before Congress on energy and infrastructure policy, and advised senior government officials under four presidential administrations. A retired U.S. Navy commander and naval aviator, attorney, and former professor of practice, he brings a practical perspective on how law, regulation, markets, technology, and national security intersect to shape America’s energy future.

Bernard L. McNamee

Former FERC Commissioner Bernard L. McNamee is a partner at McGuireWoods and a senior advisor at McGuireWoods Consulting. McNamee is also the Street Distinguished Visiting Professor of Law at Appalachian School of Law. McNamee is widely regarded as a leader on energy policy and the law. During his time on FERC, McNamee was recognized as a leader on a number of important energy issues and participated in more than 1,700 published orders on issues related to wholesale electricity markets, natural gas pipelines, liquefied natural gas (LNG) export facilities, oil pipeline rates, hydro facilities, reliability standards, and ratemaking. He also testified before Congress and was invited to speak before energy organizations throughout the country. Before being nominated by the president and confirmed by the U.S. Senate to the Federal Energy Regulatory Commission, McNamee served in the U.S. Department of Energy as Executive Director of the Office of Policy and Deputy General Counsel for Energy Policy. During his career, McNamee has served as a senior policy advisor to a U.S. Senator, and served four attorneys general in two states (Virginia and Texas), and was a policy advisor to a Virginia governor. In addition, McNamee practiced energy law for almost 9-years representing clients at the Virginia State Corporation Commission and the North Carolina Utilities Commission. McNamee received his bachelor’s degree from the University of Virginia and his law degree from Emory University School of Law.

Meade A. Spotts, Esq. J.D.'82

I earned my B.A. in History, with distinction, from the Virginia Military Institute in 1979. I earned my J.D. from the Marshall-Wythe School of Law at the College of William and Mary in 1982. First commissioned in 1979, I am a graduate of the U.S. Army Command and General Staff Course and I am a retired Lieutenant Colonel the Army Reserve. My practice emphasizes real estate and environmental issues, legislative representation and lobbying, general corporate and business law. I represent clients' interest before the Virginia General Assembly, local and state boards, planning commissions and agencies. I am a member of the Richmond Bar Association and the Virginia Stage Bar and also a member of the Real Estate and Environmental Law Section of these organizations. I am a member of the Board of Directors of C&F Bank - Richmond and past Chairman of the Wildlife Foundation of Virginia. I have been named in the business law, real estate and lobbying and regulatory categories of the Legal Elite list published annually by Virginia Business Magazine.
