In a recent editorial in the Hill, Faculty Fellows Lev Breydo and Nate Oman call on Congress to close a loophole in U.S. law that allows the Secretary of the Treasury to include terms in new U.S. debt that empower the executive branch unilaterally to restructure such obligations.  The editorial previews a forthcoming essay in the University of Pennsylvania Law Review Online.
