On October 22, 2009 the Program in Comparative Legal Studies and
Post-Conflict Justice hosted a presentation by Professor Javier
Guillen, Ramon y Cajal Professor of Administrative Law at Universidad
Rey Juan Carlos in Madrid. Professor Guillen, past lecturer for the
European Commission for Democracy and Law and a member of the faculty
of William and Mary’s Summer Program in Madrid, spoke on “Protecting
Human Rights in the European Community: Do We Have the Right Judicial
